National Assembly Allowances Act

1. Short title

This Act may be cited as the National Assembly Allowances Act.

2. Allowances to Ministers and Members

(1)Subject to this section, Ministers and other Members of the Assembly shall be paid the appropriate allowances specified in the Schedule.
(2)There shall be paid only one allowance under Part I of the Schedule and where such an allowance is so paid, no allowance shall be payable under Part II of the Schedule.
(3)The allowances payable under subsection (1) shall be paid by equal monthly instalments at the end of each month.
(4)The allowances shall be payable—
(a)with respect to the Prime Minister, the Deputy Prime Minister, a Minister, a Parliamentary Private Secretary, a Junior Minister, the Leader of the Opposition, a Whip or the Chairperson of the Public Accounts Committee, from the day of appointment;
(b)with respect to the Speaker, the Deputy Speaker or the Deputy Chairperson of Committees, from the day on which he is elected;
(c)with respect to a Member, from the day on which he makes and subscribes the oath prescribed in section 67 of the Constitution.

3. Protection of allowances

Notwithstanding any other enactment, the allowances payable under this Act shall not be—
(a)assignable or transferable;
(b)attached for or in respect of any debt except a debt owed to Government.

4. Speaker deemed Member

For the purposes of this Act, the Speaker shall be deemed to be a Mem­ber of the Assembly notwithstanding that he is not an elected Member of the Assembly.[S. 4 added by Act 1 of 1996.]
