1. Short title
This Act may be cited as the Animal Feed Control Act.
2. Authorised officers
The Minister may designate any public officer to be an authorised officer for the purpose of ensuring compliance with this Act or any regulation made under it.
3. Regulations
(1)The Minister may make such regulations as he thinks fit for the purposes of this Act.(2)In particular, and without prejudice to the foregoing power, any regulations made under subsection (1) may provide for—(a)the control of the export, import, distribution, keeping, manufacture, production, sale, use or other dealing in all kinds of animal feed;(b)the issue of permits;(c)the levying of fees and charges;(d)the registration of importers, manufacturers and sellers of animal feed;(e)the giving of information, the inspection of premises or animal feed and the production and inspection of documents.(3)The Minister may refuse to issue a permit or suspend or cancel any permit issued under any regulations made under this Act.
4. Offences
Any person who—(a)contravenes any provision of this Act or any regulations made under it;(b)for the purposes of, or in connection with, this Act or any regulations made under it—(i)makes a statement which he knows or ought to have known to be false or misleading in a material particular;(ii)personates or falsely represents himself to be a person entitled to a document;(iii)alters a document;(iv)produces or makes use of a document which is false or misleading in a material particular or has been altered, unless he proves that he had no knowledge that the document was false, misleading or had been altered,shall commit an offence and shall, on conviction, be liable to a fine not exceeding 2,000 rupees and to imprisonment for a term not exceeding one year.
