1. Short title

This Act may be cited as the Ramayana Centre Act.

2. Interpretation

In this Act—"Centre" means the Centre established under section 3;"Committee" means the Committee referred to in section 5.

3. Establishment of Centre

(1)There is established for the purposes of this Act the Ramayana Centre.
(2)The Centre shall be a body corporate.
(3)The Centre may be affiliated to an organisation in another country whose objectives are similar to those of the Centre.
(4)Membership of the Centre shall be open to all persons having an interest in the Ramayana.

4. Objects of Centre

The objects of the Centre shall be to—
(a)promote and propagate the Ramayana and the spiritual, social and cultural values flowing therefrom;
(b)publish, sell or distribute material for the propagation of the Ramayana;
(c)organise sermons, talks and lectures;
(d)enhance the chanting and explanation of the Ramayana;
(e)set up schools and libraries and undertake their management and maintenance;
(f)provide guidance and support for the intellectual and moral advancement of the Hindu community and society at large;
(g)provide facilities for exchange programmes between the Centre and other international organisations having similar objectives;
(h)reward and honour persons or organisations who have contributed to the promotion and propagation of the Ramayana;
(i)open branches in Mauritius; and
(j)open or provide assistance for the opening of centres and branches abroad.

5. Management of Centre

(1)The management of the Centre and the exercise of any of its powers shall vest in a Committee of Management composed of not less than 7 nor more than 11 members.
(2)Notwithstanding the provisions of subsection (1), the members of the Committee of Management shall in the first instance be composed of the persons specified in the Schedule.
(3)The registered office of the Centre shall be at such place as the Committee of Management may decide.

6. Accounts of Centre

The financial year of the Centre shall start on the 1 January and end on the 31 December of the ensuing year.

7. Property of Centre

The Centre may own, buy, lease, mortgage, exchange or otherwise dispose of its property.

8. Donations and legacies

Article 910 of the Code Civil Mauricien shall not apply to the Centre.

9. Rules

(1)The Committee may make rules for the purposes of this Act.
(2)Notwithstanding the Interpretation and General Clauses Act, rules made under subsection (1) shall not be required to be—
(a)approved by any Minister;
(b)laid on the table of the Assembly; and
(c)published in the Gazette.

10. Exemption

Notwithstanding any other enactment, the Centre shall be exempt from payment of—
(a)any duty, rate, charge, fee or tax;
(b)any duty on donations and legacies made to it; and
(c)duty or registration fee in respect of any document under which the Centre is the sole beneficiary.
